Rensselaer at Hartford Adjunct Faculty Member Reappointed to Connecticut Emergency Response Commission

HARTFORD, CONN – The Honorable John G. Rowland, Governor, State of Connecticut, has reappointed Robert J. Klancko, Adjunct Lecturer, Department of Engineering and Science, Rensselaer at Hartford, as a member of the Connecticut Emergency Response Commission, representing owners and operators of facilities. He will serve a term ending September 30, 2004, or until a successor is appointed and has qualified, whichever is longer. The Commission implements the provisions of the Emergency Planning and Community Right-to-Know Act and designates local planning districts. In addition, the Commission establishes local emergency planning committees for each local planning district.

Under the SARA Title III requirements, the Commission not only sets up Local Emergency Planning Commissions (LEPCs) throughout the state, but it also is responsible for ensuring that businesses prepare their Tier II Reports every March. These reports inventory the hazardous materials that are stored or used on site. In addition, the Commission implements the July Form R filings which records releases of regulated materials to the air, water, and soil. The Commission sponsors training sessions and a yearly conference regarding Emergency Release Planning and Response implementation.

Mr. Klancko is a partner in the consulting firm Klancko and Klancko, LLC, and has 17 years of experience in the brass and copper industry and 12 years of experience in the utility industry. He has published and lectured widely on chemical and metallurgical environmental issues and is an industry authority on first day technical employability skills. He is an expert in nonferrous metal cleaning and processing, and historical metallurgy. Mr. Klancko is past Chairman of the Southern Connecticut Chapter of ASM International - The Materials Information Society, and is its present Historian. He resides in Woodbridge, Connecticut.
